Interact with the power crystal to have it follow behind Rook, then go down the stairs behind where you found it. Here, there are even more descending stairs to the left and right, with the path on the right showing the Wisp you need behind bars. Both paths have a node at the bottom of their stairs, where you canplace the power crystal in either nodebefore moving on.

Continue going back from this spot until you see another set of stairs leading up to your right. With both nodes powered up, the gate blocking your path to the Wisp will open up. Simplywalk toward the Wisp to get it to follow you, thenlead the Wisp back toward the main gate at the front of the prisonwhere you found the power crystal to begin with.
