One of the most important rewards given to these children is the possibility of attending social events where they could meet important political, scientific, or business-related figures. According to the intel gathered by W.I.S.E., Donovan often attends these reunions, despite being isolated from civilization on the regular.
The fact that he finds these events important enough to leave his house means he could gain something by interacting with the Imperial Scholars. This could either be loyal followers who will serve him after graduation or new test subjects who have the mental capabilities to survive the experiments. Chapter #98 proved that the original test subjects were taken from Westalis during the war, but with the conflict over the villain would need another trusted source. Eden would be a perfect place for him to acquire new materials for his investigation, as the Imperial Scholars would be the most brilliant minds.

This would go along with the theory thatDonovan experimented on the minds of mammalsto become a mind-reader, as implied by his wife in chapter #110. Studying average minds would not yield the same results as doing so in individuals with a higher mental capacity. Moreover, the man could also be trying to find promising scientists who would help him further his research. All of this would have to be supported by Eden, as there is no reason for the directives to trust the former Prime Minister if children begin to go missing when near him.

Eden Does Not Have the Best Track Record
Chapter #99 ofSpy x Familyshows Henry Henderson, grieving after receiving news of his lover Martha dying in combat, protesting at a military rally taking place in Eden Academy. One of Ostania’s officers had come to the school with the intent of recruiting children to their ranks, asking them to become so-called heroes for their nation. Henderson’s protest caused him to be beaten and thrown in jail, forcing his father to bail him out and bringing shame upon his family. This event, while not as significant to the overall plot, implies Eden has a bias towards “patriotic” policies.
Although Donovan’s experiments were without a doubt inhuman, the scientists who worked for him believed they were doing so to achieve world peace. If Eden is involved with Donovan’s plans, they might be doing so under the false assumption that they are helping Ostania’s future. They see the children as test subjects and as necessary sacrifices to help Donovan secure peace, not aware ofhis true horrifying nature.Spy x Familyhas already demonstrated the danger of propaganda during Martha and Henderson’s backstory, so this may be yet another example of this practice.

If this is the case,an argument could be made about the Garden, the secret assassin organization Yor is a part of, using Eden to recruit more members.
While this might still be confirmed further down the line and its name follows the same Abrahamic tradition as Eden and Project Apple,Garden seems to have a disdain for Donovan. The leader of the assassins, The Shopkeeper, appeared to be quite disgusted with the former Prime Minister when Yor suggested that Loid was interested in him. Even though they could still recruit strong and agile Imperial Scholars, they likely do not associate with Donovan or his allies.
